Phuong, owner and chef of Ninh Binh was born in northern Vietnam. There she fled from communism to southern Vietnam. In her journey through Vietnam, she encountered all different flavors. There she was able to combine the different cooking techniques of north-central and south Vietnam into the food now prepared at Ninh Binh.

The name is an homage to her parents and a reminder of where her family comes from.
